Start with your property appraiser record
Jacksonville and Duval County share one consolidated government, so the Duval County Property Appraiser is a City of Jacksonville office on jacksonville.gov. If your home is in St. Johns, Clay, Nassau or Baker County, use that county's property appraiser instead, such as the St. Johns County Property Appraiser or the Baker County Property Appraiser.
In Duval, the Truth in Millage (TRIM) notice is mailed in mid to late August. It is not a bill: it shows your market, assessed and taxable values, your exemptions and the proposed rates. Its mailing starts a 25 day window to petition the Value Adjustment Board (Duval County Property Appraiser). The appraiser sets values but does not set rates or collect taxes.
Your location inside Duval matters. For the 2025 tax year, most of Jacksonville paid 17.7412 mills in total, while Jacksonville Beach paid 18.4452, Atlantic Beach 17.2004, Neptune Beach 17.8161 and Baldwin 18.9701 (2025 Final Millages). Other counties in the metro publish their own rates.
When your taxes are prorated
Florida taxes are paid in arrears. Bills are due November 1, carry a 4% discount if paid in November, and become delinquent April 1 of the next year (Florida Statutes 197.333, 197.162). If you close before the bill is out, your title agent or attorney usually estimates the year's tax and credits the buyer for your share, as the contract directs. Ask how they estimated it.
The other large government charge at closing is the documentary stamp tax on the deed: 70 cents per $100 of the price in every county in this metro (Florida Department of Revenue). On a $350,000 sale that is about $2,450 (estimate). Sellers customarily pay it, but who pays is set by your contract. Our Florida seller closing costs guide walks through the other costs you may see.
Flood and insurance questions buyers ask
Duval County sees coastal, inland and river flooding, most often in the June to November rainy season (City of Jacksonville). Florida requires you to give a written flood disclosure at or before contract signing, covering flood damage you know of, flood insurance claims and federal flood assistance you received (Florida Statutes 689.302).
Have these ready:
- Flood zone. Search your address on FEMA's Flood Map Service Center.
- Elevation certificate. For Duval homes, the city's Development Services Division provides flood zone determinations and copies of available elevation certificates (City of Jacksonville). Outside Duval, ask your county's floodplain or building office.
- Insurance discount. Jacksonville's Community Rating System Class 6 rating gives flood policies 20% off in a Special Flood Hazard Area and 10% off outside it.
- Claims and repairs. Keep records of any flood claim and the permits for the repair.
Your buyer does not inherit your tax cap
A Florida homestead exemption can cut taxable value by as much as $50,000 (Florida Department of Revenue), and Save Our Homes keeps a homestead's assessed value from rising more than 3% or CPI in a year, whichever is lower. Duval's appraiser says that at the end of the sale year your exemptions and cap are removed and the home gets a new value based on market sales (Duval County Property Appraiser); state law reassesses at just value on January 1 after a change of ownership (Florida Statutes 193.155). You must give buyers a property tax disclosure summary saying so (Florida Statutes 689.261). If you buy another Florida homestead, you can usually carry up to $500,000 of your benefit with you within three years (Florida Department of Revenue).
What shapes prices here
The metro grew from 1,605,862 people in the April 2020 estimates base to 1,785,500 in July 2025, and St. Johns County grew fastest in the metro, from 273,426 to 346,328 (Census Bureau). Resales compete with new construction in the fast growing counties. County and city lines, school zones, flood zone, distance to the beaches or the river, and condition all move price. A licensed local agent can pull comparable sales, and the net proceeds calculator helps you see what you keep. This is general information, not legal or tax advice.
Questions sellers ask in the Jacksonville area
Is Jacksonville the same as Duval County for property taxes?
Mostly. The consolidated city covers Duval County, but Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin have their own city millage. In 2025 totals ranged from 17.2004 to 18.9701 mills (Duval County Property Appraiser).
I got my TRIM notice and the value looks high. What can I do?
Ask the property appraiser for an informal review, or file a petition with the Value Adjustment Board. In Duval the petition must be received within 25 days of the TRIM mailing (Duval County Property Appraiser).
How do I find out if my home is in a flood zone?
Search your address on FEMA's Flood Map Service Center. In Duval, the city's Development Services Division can confirm a flood zone and may have an elevation certificate on file (City of Jacksonville).
Will my buyer keep my homestead savings?
No. Your exemptions and Save Our Homes cap end with your ownership (Duval County Property Appraiser). You may be able to move up to $500,000 of the benefit to your next Florida homestead (Florida Department of Revenue).

Florida rules that affect sellers
Transfer tax
Florida charges a documentary stamp tax on deeds of 70 cents per $100 of the sale price (Miami-Dade County: 60 cents per $100, plus a 45 cent per $100 surtax that does not apply to single-family homes). All parties to the deed are legally liable, but in most residential sales the seller customarily pays the tax on the deed and the parties can negotiate otherwise in the contract.
Local add-ons: Miami-Dade County uses a 60 cent base rate plus a 45 cent per $100 surtax on sales other than single-family homes.

Seller disclosure
Florida has no general statutory seller disclosure form. Instead, under the Florida Supreme Court case Johnson v. Davis (1985), a home seller who knows of facts that materially affect the property's value, are not readily observable, and are not known to the buyer has a duty to disclose them. Separate statutes do require specific written disclosures, including a property tax disclosure summary and a flood disclosure.

Who handles the closing
In Florida, either a licensed title agent or an attorney may handle a real estate closing, and an attorney is not legally required. Many closings are handled by title agencies, and the consumer may choose the title agent or attorney.
