West Virginia rules that affect sellers
Transfer tax
West Virginia charges a state excise tax on transferring real estate of $1.10 for each $500 of value (0.22%), plus a county excise tax of 55 cents for each $500 that a county commission may raise, up to $1.65 per $500. By statute the tax is paid by the grantor (the seller), unless the buyer accepts the deed without the tax having been paid, in which case the buyer owes it.
Local add-ons: County excise tax of 55 cents per $500 (0.11%), which a county commission may raise to as much as $1.65 per $500.
Seller disclosure
West Virginia has no statute requiring a seller disclosure form. However, under Thacker v. Tyree (1982), a seller who knows of defects or conditions that substantially affect the value or habitability of the property, that the buyer does not know about and would not find with a reasonably diligent inspection, has a duty to disclose them, and an "as is" clause does not remove that duty.
Who handles the closing
In West Virginia, title examinations and real estate closings are treated as the practice of law, so they are performed by, or under the supervision of, a licensed West Virginia attorney. The state Supreme Court of Appeals addressed these limits for title and closing companies in McMahon v. Advanced Title Services (2004).

Also worth knowing
When a nonresident sells West Virginia real estate, the real estate reporting person for the closing generally withholds 2.5% of the sale price (or, alternatively, 6.5% of the estimated gain) for state income tax. Withholding does not apply if the seller certifies West Virginia residency or that the property was their principal residence, among other exemptions.
Also worth knowing
Selling "as is" does not by itself protect a West Virginia seller who stays silent about known hidden defects that substantially affect value or habitability.
